Average fees chart disabled on astrologer dashboard

To help astrologers pick questions better, we had a chart displaying average fees trends on the astrologer dashboard.

This feature made use of Google image chart API. Unfortunately Google decided to shut down this service on 14-Mar-2019. We have therefore disabled the feature on astrologer dashboard.
